Well I disagree with you both about Dallaire. Dallaire was given an impossible mission and insufficient resources. I don't think Dallaire could have known he was sending the 10 Belgian peacekeepers off to be "slaughtered". Once Dallaire realized his situation he changed course. He knew he couldn't stop the slaughter with his limited resources. Instead he used his limited people and resources to create safe zones and waited for the re-informcements.... which never came, even after many pleas for assistance and long after the images of thousands of dead bodies made the news. Dalliare and the other UN peacekeepers were fortunate to survive this mission. Without Dallaire's leadership, far more people including more UN peacekeepers would have died. Dallaire's actions are credited with saving over 32,000 lives.
While Dallaire was trying to stop the fighting and protect civilians from slaughter, arms merchants in Belgium, Israel, France, the United Kingdom, the Netherlands, and Egypt continued to send weapons to Rwanda. Those governments continued to approve arms shipments to Rwanda even after the Arusha Accord was signed, which banned countries from shipping arms to Rwanda. A good chance that the Belgian peacekeepers were killed by weapons shipped from Belgium.
I agree this mission was more of a failure than a success, but the responsibility lies with Dallaire's superiors at the UN, who created the conditions for failure in the beginning by limiting Dallaire's ability to use force and refused Dallaire's repeated demands for re-inforcements.
Dallaire's actions are credited with directly saving the lives of 32,000 persons of different races.
