Not only a fail, but serious damage done to the very thing he is supposed to protect; Canada.
To resist temptation and be strictly fair I'd rate him somewhere between C and D. His intellect capacity is somewhat limited but he probably tries hard at some aspects of the job while falling for the temptation of helping himself to special privileges and perks. I think "E" and "F" have to be reserved for leaders like Trump!

Have you ever gotten an E in school?
If not it was only by good luck as it was definitely there. Back in the dark ages when grades in school meant something they has a system where 5% rec'd "A", 20% rec'd "B", 20% rec'd "D", 5% rec'd "E" and 50% rec'd "C".

D has always been a skin of your teeth pass. I went to school in BC too.
Could have been at some point in time but not between 1949 and 1961 it wasn't. Maybe one exception in the early 50s where they did pass kids on trial.

Funny how 59% gets you a university degree but every trade exam I have ever seen requires a minimum of 70%. I now seen the point of a university degree. You don't have to work for it.
Percentages don't mean nearly as much as how tough the questions are. Some exams are multiple choice while on others you have to come up with answers from scratch! :)
