That means murderers, rapists, etc. should ONLY be judged and dealt with by the Christian god, which leaves them to continue causing no end of harm to others.
God means it to be a collective effort, with individuals and societies doing their part, this is why it isn't working. Power corrupts absolutely, and when you are a society sinning, it seems to become less urgent to correct error. But the christian churches seem to be caught up in collectivism and the power that comes with it. It forgets to minister to nations and tell them that collectively they are wrong. This is because it's safer to forget about an individual who complains than a nation.
I'm not sure, or are we ever, do we know Heralds intent since he seems to mouthpiece without positing, but I can say he isn't describing what is copacetic and harmonious today and this would give a false impression.
If he claims to be extoling Catholic dogma, then at this time his Church has allied itself with civil authority instead of ministering to it, supposedly being the Word of God on this earth. The pardon issue is just one failure of the Church's mandate that it could do something about even if it is a simple protest for the individual. It remains politically correct at the expense of individual backing that he deserves.
One day a real Catholic Church will come out of it's timidity, and be unafraid to voice God's commands.
