That's where a Ban would prove to be helpful. This would force the Muslims to confront their extremist ideology within their religion and perhaps come up with a more Western tolerant Muslim religion.
Without some kind of such impetus, Muslums will do nothing but to keep following the ideology as they chose to interpret it within the quran.
