It depends on the company and the rules they have in place for their management. CEOs for large corporations are usually hired with contracts that need periodic renewal. The hiring process would be similar to an election. Corporations also frequently change their policies and behaviour based on the demands of their business.

He said that to evade a question. Did he really mean you better pay your taxes? I always think of it more like Jesus saying material things are unimportant in context. It's very nonchalant the way he's like "well Caesar's face is on this coin. Must be his." But I'm sure there's been a lot of analysis on that passage over the years.
