In this case... the neighbor won't listen. So they pretend he's not making any noise at all OR that the neighbor will someday turn the music down in lets say 20 years.

Yes, 1948 does seem a bit arbitrary like they are cherry picking their conclusions.
and there is the standard answer when ever it's pointed out how much countries like China contribute to the CO2 output. Rather than evading, or ignoring the question, how about you answer it. The one below put forward by IRBS. Plus, why should we, Canada, do anything since the amount of CO2 that we are responsible for is miniscule, comparatively speaking.
