Posthaste: $850M worth of manufactured goods sit idle every day as rail stoppages continue

Good Morning! It was a busy long weekend for government officials, Indigenous groups and harried business executives, many of whom had to be away from home on Family Day across Canada as they scrambled in the aftermath of the blockade that appears to have frozen the country’s economy. But there appears to be no end in sight.

Doug Porter, BMO Capital Markets senior economist, says while the global economy is reeling from the coronavirus — which will likely dent China’s growth —, the Canadian economy also has the added pressure of dealing with a widespread rail shutdown.

“The ultimate cost will depend on the duration of the shutdown, and we have plenty of recent evidence to make an early assessment,” Porter said in a note over the weekend. “The November CN strike, which lasted more than a week, ended up carving less than 0.1 ppts from GDP that month. However, this shutdown threatens to be more open-ended, with the situation ‘fluid’.”

While analysts grapple with the economic fallout, some manufacturers are estimating that the daily rail stoppages is weighing down their revenues.

This morning in Toronto, business executives including Curtis Frank, president and chief operating officer of Maple Leaf Foods, and Ian Anderson, President of CKF Inc. will detail at a press conference that “every day the rail stoppages continue, $850 million worth of manufactured goods are sitting idle.”

They will be joined by a cross-section of businesses including, BB Résaux Électriques, ArcelorMittal Dofasco, Demers Ambulances, Énergie Valero, and J.D. Irving Ltd., among others.

Diane Francis: Get to work, Trudeau, and blockade the blockades

A Canadian Prime Minister has two principal responsibilities: maintaining law and order and economic prosperity. Unfortunately, Canada’s incumbent has been missing in action.

On Feb. 6, Prime Minister Justin Trudeau left the country on non-essential business (to lobby for votes to get a worthless UN Security Council seat). His absence, in conjunction with his disastrous anti-development policies and appeasement toward Indigenous leaders, turned a dispute in late December over a pipeline into a full-blown secession crisis across the country. Indigenous and anti-resource development radicals now block railways in solidarity and the economy reels.

And throughout this calamity, Trudeau remained abroad and psychologically on the sidelines, along with his government.

Now he has cut short his tour of folly, by cancelling a chance to lobby Caribbean nations in Barbados for that worthless UN Security Council seat. But once back, he must change attitude and course.

The crisis is not about a pipeline. It has arisen due to faint or non-existent leadership. Any strong leader, corporate or governmental, would immediately cancel auxiliary trips or extraneous duties in the face of a serious situation such as this one. Any strong leader would not spout bromides about “rule of law” from afar, but would be home executing an effective course of action to stop the lawlessness and prevent further escalation.

But, in the absence of leadership, many among Canada’s 634 First Nations now assert that they are fully sovereign and above the law.

This means that the very first order of business for the returning Prime Minister is to make it clear that they are not sovereign and they are not above the laws of the land, irrespective of grievances.

Instead, Trudeau’s federal ministers have passed the buck to other levels of government to sort out the mess. The result is a spark that was ignited, concerning a pipeline in B.C., is now a major fire and every day the federal government remains aloof, the flames grow as does damage to Canada’s reputation. Negative media attention internationally spirals.

It must be made clear that there is no legal justification for these railway blockades nor is there any legal basis for this call to action by a group of British Columbia hereditary chieftains over a pipeline that has been approved by 20 First Nations chiefs. From afar, the prime minister has suggested there be “dialogue” — a vague word that signals that he has no plan or even an inkling that he has one.

But here’s what leadership should do. Any discussions, or “dialogue,” are premature until the First Nations leaders and their followers stand down from their illegal actions. This is essential in order to demonstrate that discussions or “dialogue” are even worth pursuing with those involved in breaking the law.

If they do not — and some will not because they believe that Canada is not legitimately sovereign over their traditional lands — the only strategy is for the police or military to blockade the blockades. Armed perimeters should be established around “protests” areas, and nothing, and no person, should be allowed inside until they stand down. Communications should be shut down within the perimeter.

This will avoid violent confrontations, and will eventually impede the spread of blockades. But if this does not work, and radicals push back in defiance of court orders to desist, or aggressively try to breach the police blockade, then law enforcement must protect the public.

Lobbying for votes in Africa, and hobnobbing in Munich, or blaming the provinces, makes everything worse. The prime minister must sternly uphold the rule of law, and protect Canada’s lawful economic and resource development.

Let’s hope he does. But so far this year Canadians can only conclude that if you’re not there, then you don’t care.

Protesters block B.C. Premier John Horgan’s home ahead of budget

Protesters have attempted to block the home of B.C. Premier John Horgan on Tuesday morning.

The protesters appeared to be associated with the group Extinction Rebellion, which had been planning to disrupt the B.C. budget, set to be unveiled on Tuesday afternoon.

In a Facebook post published Tuesday morning, Extinction Rebellion Vancouver Island said it stands in solidarity with Wet’suwet’en hereditary chiefs who oppose the Coast GasLink pipeline and accused Horgan, as well as Coastal GasLink and the RCMP, of “trespassing.”

BC Liberal Leader Andrew Wilkinson condemned the protesters’ actions, saying “no one in B.C. should ever feel unsafe in their homes or at their workplace.”“This is not how democracy works and this is not how we treat each other here,” he added.

Scott Moe has just announced he will be convening a conference call Wednesday of premiers. Nice to see there is someone in this country who's willing to take some sort of initiative and show actual leadership. Might be a positive step forward.

Our petulant ball-less manchild of a PM can't handle the truth. Nor does he take honest criticism with any measure of balance. Mr Scheer's exclusion from the meeting had more to do with the little turd's ego then any imagined racism. He also did not want any dissenting voices when he met with his left-wing apparatchiks. By excluding the Opposition leader - the only voice that would represent the West, trudeau once again showed his utter disdain for millions of citizens - a good portion of whom are Indigenous and whose livelihoods depend on the resource sector.


I won't be surprised to see the meeting produce little more than platitudes, more calls for patience and nothing in the way of action.

Premier François Legault and the James Bay Cree have signed a $4.7-billion deal that will extend rail networks north, protect new wildlife habitats against development and partner on new infrastructure projects.

The Grand Alliance is a “new chapter” in the relationship between both governments, Legault said Monday. An extended rail network means more minerals can be extracted from mines in the boreal forest and shipped to American and German markets.

By increasing rail capacity, Legault says Quebec will offer North American and European businesses an alternative to Chinese imports.

“It will create well-paying jobs in the Cree community but also foster a new generation of Cree entrepreneurs,” said Legault, who called the deal a model of nation-to-nation governance.

The alliance, he says, balances environmental protections with economic development.

“We, the leaders of the Cree nation, are here today not to make a sacrifice or surrender,” said Abel Bosum, Grand Chief of the Grand Council of the Crees. “We’re not forced to make a concession. We have the right to choose. The vision for this program came from us. It represents our vision of sustainable development.”


Lithium from mines in Cree territory takes a meandering route south; one involving trucks that snake on logging roads, offload their cargo onto a train network badly in need of an overhaul.

Legault says the project will have twofold affect in curtailing greenhouse gas emissions. An extended rail network means diesel trucks are virtually taken out of the equation. And the fact that they’re carrying lithium — used in batteries that fuel electric cars — will also have on impact in fighting climate change.

The Cree and Quebec government will split the cost of studying the new railroad — which Legault said will cost “in the tens of millions of dollars.” The plan also includes hundreds of kilometres of power lines and roads linking remote Cree villages to the outside world and the construction of a deep sea port in James Bay.

It is the extension of a series of treaties between Quebec and the Cree — one that began with the 1976 James Bay and Northern Quebec Agreement and extended to the Paix des Braves in 2002.

“This is the return on the investment Quebec made (in the Cree),” said Bosum. “It is a model of nation-to-nation governance.”
