You're absolutely right, Pete but he's just a tip of a fairly large ice berg. I am not in touch with the rules of E.I. but 30 years ago if you were employed at a seasonal occupation for 10 weeks you could go on (U.I.C at the time) for 42 weeks & presumably haul in some more cash under the table. If this turkey was to be incarcerated you'd have to build a joint the size of the Pentagon to house him and all the rest of the layabouts.
