Sewers in Paris date back to the 1300’s and that was a gubmint project. You also answered yer own question by mentioning transportation and yes, roads were built by the gubmint. The Romans built aqueducts thousands of years ago to bring water to their cities.

You are dead wrong about that. There were no public schools (Meaning schools for the masses) until the 19th Century. Prior to the 19th Century all schools were either provided by the church or were private. BTW the term "public school" in England does not mean what it means here. It means private.
