Are you sure that he limit is 0 all across Canada?
Isn't it a provincial matter?

0 is the limit; however, legal consequences begin at a blood alcohol level of .08 or greater.

This is not unlike speeding where, by rights, you can be nicked for speeding for going 0.5 KMH over the limit. Generally speaking, the cops won't write you a ticket for such a minor infraction.

Impaired Driving is a Criminal Code offense, thus the law itself is within Federal not Provincial authority. The provincial and municipal gov'ts can institute crackdowns on it (i.e. Checkstops at Christmas and other times of the year), but thats because they're the ones paying for the cops.

I think with so many "drivers" on the road who don't have a brain even when completely sober, the legal limit should be lowered from 0.08 to 0.02 as there is absolutely no reason for a person to be driving after he/she has had anything to drink. An intelligent person just doesn't put himself/herself in a position that unnecessarily leads to tragic results.

I had an old friend who was around 20 who occasionally drank and drove his friends home.

One night over at my place he told me how freaked out he was and looked pretty shaken up. He was driving drunk along the main drag with some friends where I live and wasn't paying attention when he gradually veered towards and onto the sidewalk along the road, bounced all over the place and then stopped.

He was freaked out because he finally realized that he could have not only killed himself but all his friends in the car as well.

I laid into him a bit more and said that he could have also clipped and killed someone walking on the sidewalk as well.... "maybe a mother pushing her baby in a stroller", which at that point he was borderline crying and really freaked out.

Hopefully it hit home with him a bit more and smartened the hell up. Though we're no longer friends and I haven't talked to him in a few years, so I dunno if he ever actually learned.

I never drove drunk.... I may have had one or two beer in the span of 3-4 hours and then drove, but it takes me a good 5-6 beer before I start feeling a buz.... and I know well enough when I shouldn't drive or at least wait. If the lips feel slightly numb, don't be dumb. :p
