I think the problem is physical maturity and mental maturity don't coincide.
Actually as time goes on they are moving in opposite directions.

Well why not? They gave that teen in Texas what amounted to a slap on the wrist for killing people while driving under the influence because he was too rich to know any better.
After all the lawsuits thrown at that family are completed, they might not be that rich any more.
