Liberals unveil overhaul of environmental legislation

The federal government is proposing to overhaul the way environmental assessments are conducted in Canada, aiming to reduce red tape, provide greater transparency and allow greater input from the public and Indigenous populations.

At the same time, Ottawa says it will replace the National Energy Board with a Calgary-based oversight body designed to respond to emerging energy developments that will make faster decisions guided by science and Indigenous knowledge.

Liberal cabinet ministers held news conferences in cities across the country on Thursday to roll out the long-promised environmental legislation.

"The legislation we are introducing today aims to restore public trust in how the federal government makes decisions about major projects like mines, pipelines, and hydro dams," Environment Minister Catherine McKenna told a news conference in Ottawa. "These better rules are designed to protect our environment while improving investor confidence, strengthening our economy and creating good middle-class jobs."

Here we go...why do I get the feeling that this is going to be a counter-productive disaster? The first paragraph in the linked article indicates the profound contradiction in terms...reduce red tape by allowing more public and indigenous input? Really? It's hard to tell whether the Liberals are trying to improve approval processes, or if they are ultimately intending to slow or stop it altogether.

One thing's for sure, Trudeau in his usual style is making a concerted effort in trying to obfuscate the process and distance his government form the hard work of making the difficult decisions and enforcing them. It's much easier to tell Canadians that the special interest groups have spoken and stopped approvals, than for Trudeau to actually get his hands dirty.

I have a feeling this will end up being another profound Trudeau fail.

Because you might have a brain.

Perhaps the headline should read, "Westerners, prepare yourselves, you are going to get f**ked again.
Sunny Boy has come to finish what Daddy started."

This smacks of a purely Liberal agenda. Justin is simply along for the ride. This will not end well.

Justin is afraid of Alberta.

Actually, maybe he's not. I heard another perspective and I think there's something to it.

The Liberals are counting on the pipeline not going through, thus increasing Western alienation.

Since the majority of the 3 provinces who want the pipeline to go through (MB, SK & AB) are of the "conservative" persuasion, and because we have weak leadership in the Conservative Party, there'll be a split among the Conservatives (not unlike the Reform Party movement) and the Liberals, (like papa Trudeau) will be in the front seat for a decade or more. Plus, they'll insist that AB and SK especially, "pay their fair share" (even when we're hurting) to the Eastern Canada (aka Ottawa/Toronto/Montreal) so they can continue spending like bandits.

Baby Trudeau, in his own way, is masterfully (well those behind him anyway to be honest) is going to take advantage of the anger and alienation and, in fact, will likely try to increase it for his (their) benefit which is continued governing under the Liberal ideology.
Another form of NEP.

I'm just putting it out there. I hadn't thought of it but it really does make sense. Make like you care when in fact you don't.

So, as I read from another thread, the natives who want to build a pipeline to Alaska may well be the answer to what Alberta requires and if Alaska has no objections, let's do 'er!! Go Spirit Go!!

On the bright side the marital dispute in BC will either result in recall come November or a non confidence vote which will trigger an election or the LG handing power back to the Liberals.

Trump has turned the continent into an oil producing giant by unlocking all the oil obama had locked up. Either Canada gets on board, or turns green from a Maurice Strong murdered, gangrenous, liberal non economy.

The trouble with nationalization of oil is IRAN got the shaw, Iraq and saddam got invaded, and Venezuela and chavos got CIA'd too, Libya got Obama'd, and take a look them today...

All the government hopes to do is build a scientifically rigorous, reliably rapid system for approving projects that: takes into account Indigenous rights and Indigenous knowledge; assesses all possible environmental, health, economic and social impacts; includes a gender-based analysis; features plenty of opportunity for public consultation; considers input from the provinces and local communities; respects Canada's obligations under the Paris climate accord; reassures investors that decisions will be delivered on a tight schedule; and, above all, ensures that hundreds of major projects worth an estimated $500-billion over the next 10 years are able to go ahead smoothly and without rancour, creating thousands of much-needed jobs.

How hard could it be?

In a country that can't even expand an existing pipeline without losing its mind, it will be incredibly hard.

Gender based analysis? For pipeline approval? I don't even know what that means.

Basing pipeline approvals on feelings instead of facts will undoubtedly prevent any future projects from moving ahead. Putting these decisions in the hands of provincial and local communities, and including Indigenous history and knowledge are all factors that have proven to be fatal for pretty much all resource projects that have been proposed in the last 10 years. Putting these stakeholders in charge of the decision making has to be seen as nothing less than ensuring no new projects are ever approved again.

Canada's economy being heavily resource based, this is sure to be an economical disaster for this country.

The basic flaw is that the federal government is one of the main beneficiaries of any pipeline and therefore can hardly be expected to take an unbiased view.

The National Energy Board is an independent agency which objectively oversees oil, gas and electric utility industries. The fact that Trudeau wants to shut it down should make everyone question the motive.

The legislation will reverse many changes the Conservative government adopted in 2012 to speed up approvals of pipelines and other resource projects.

So, the Liberals are going to streamline the process by reversing changes that were previously made to streamline the process. That's some pretty sound Liberal logic.

"Canadians want a modern environmental and regulatory system that protects the environment, supports reconciliation with Indigenous peoples, attracts investment and ensures good projects can go ahead, which creates good middle-class jobs and grows our economy," Ms. McKenna said in Ottawa.

Climate Barbie actually thinks that increasing regulation, conforming to Indigenous reconciliation, completing gender-based analysis, allowing all provinces, municipalities, special interest groups, individuals, and all other "stakeholders" opportunity to take part in approval process...is going to create jobs and grow the economy? Only a Liberal could be so hopelessly obtuse.

Ironic, innit. The NEP was Pierre Elliot's "PET" project to grab a piece of Alberta's good fortune and here's Justin's crew wanting to dismantle it.

I wonder if anyone has taken the time to explain it to Justin, yet?

Of course all those from the right interest group get monies to prepare their submission and more money to present said submission . Of course once they have made there submission they will have to monitor the other stakeholders .Almost as many jobs are created fighting the pipeline as there would be building it .

Tough question and one that deserves to be explored better. THat being said I wonder how many of the players are from Alberta and how many are from Ontario where they think that everything belongs to them. History has shown that Ontario can not be trusted to look after anyone's interests but their own.

Ironic, innit. The NEP was Pierre Elliot's "PET" project to grab a piece of Alberta's good fortune and here's Justin's crew wanting to dismantle it.

Don't bet the farm on that. TrudOWE is just looking for a way to ensure winning in vote rich Ontario and Quebec. The partial oil tanker ban on the West coast is part of the plan to hold the west hostage to Ontario interests.

The truly sad part is we have squandered more time and money debating twinning the pipeline that it took to build the first one.

WTF are you talking about? Who is saying anything about the NEP? You're obviously having problems keeping up as usual.
