what are you talking about? The fuel efficiency of semis has increased by one mile per gallon in 40 plus years.
volvo just invented a truck that increases fuel efficiency by 6 miles per gallon. That is 240 years worth of progress.
BTW if you were to have looked into this Volvo truck you would understand that improving the efficiency of the internal combustion engine is only one aspect of the technology.
They reduced the weight of the truck by something like 3,000 lbs by using things like carbon fiber.
They made tremendous advances in aerodynamic design - I think they are saying that you can retrofit one of their non hybrid engine trucks with the new bumper/front end and get a 30% gain in efficiency.

Vehicles have been becoming more and more fuel efficient ever since Henry Ford started producing them and despite your need to convince yourself that oil is in decline, major producers like OPEC (who are all behind renewables btw) have stated that it will be decades before EVs and whatnot make a dent.
.... this isn't about what side of the ideological fence you sit on, it's about reality. So many folks have made the same statements as yourself, and these very same people remain tied to oil despite the option to disassociate.
In the end, it's all about economic options and that seems to be the common denominator that we all share

In the meantime, identifying the hurdles and bottlenecks of new tech, processes, etc is the challenge at hand... Pretending that this is a quick and painless transition is a fools errand at best

While it makes sense to Alberta to keep selling it as long as they can - BC will do the same with theirs - as a long term investment oil and gas are not what you want to get into.
