Yup. If a new truck carries twice the load with an entire second truck off the road and 1 mpg better then that is doubling efficiency +1 mpg.

I have no idea about the hauling capacity of trucks in 1973 versus 2017. But I know Volvo makes the best truck on the road and that they just body slammed every other maker on eEarth.
Vehicles have been becoming more and more fuel efficient ever since Henry Ford started producing them and despite your need to convince yourself that oil is in decline, major producers like OPEC (who are all behind renewables btw) have stated that it will be decades before EVs and whatnot make a dent.
