Sounds like former Berlin. It could be reasonable to require a convicted sex offender or human trafficker to sign a waiver allowing the Government of Canada to inform any potential host country of the Canadian's intent to travel there when he applies for a travel visa, but it makes no sense for Canada itself to make that decision for it.
As for suspected terrorists, the day we abandon the presumption of innocence is the day terrorists win yet more more major victory over "Western values" as we take one more step to become more like the terrorists we so despise as we punish more innocents.
