For once I fully agree with you Cap't. I have to admit you do have a ridiculous opponent. As soon as a guy breaks the law (cops included) he has to bear some portion of the responsibility, but it still doesn't mitigate the responsibility of the other party.

He is responsible for his getting arrested. But if he offers no resistance, he is not responsible for excessive force applied by the police officer after that point. Also, it is expected that the police force would follow all proper procedures during and after the arrest. This would include not applying moves banned by their own force and offering CPR when appropriate instead of standing around.
I'd say we're on the same page.
Contrary to some folks that believe the cop is not to be held responsible, I believe otherwise... My original point was that responsibility for this tragedy falls on many shoulders including Garner.
Lots of people are equating his death for responsibility and/or punishment. I think that form of logic is a mistake.
It's interesting, I asked Canuck about the situation involving the NL teen that stole an ambulance and how he identifies with the kid as a victim.
So far, no response, much like there is no response regarding how wearing a short skirt or walking down a dark street is not illegal.
