Since when should we demand absolute perfection in life? Sometimes the power goes out. If customers are billed zero, the power will go out more often and for longer periods of time. In this life there is trouble. In the grand scheme, power outages are not terribly troublesome. My thoughts are that if your power meter is not turning, because the power is off, because the power lines are down, there will not be a charge for any power used. DUH, I guess JLM did not think of that.
