In the first couple years after an election parties lay out their hard changes and do crack downs, the following two years are soft politics to ensure a re-election.
Harper is a Progressive so expect more Social spending and fluff.

One day, I pretended to be a Conservative just to see what it would be like. By noon, I had developed an ulcer from my constant rages. In traffic, coming home from work, I gave a blind grandmother (visible minority with kerchief) the finger for having slipped and fallen in a crosswalk. Before supper, I had written the PM praising new prisons, omnibus bills, and all new wars on nations beginning with the letter A. At night, I slept on the couch. The next day, I regained my sanity.

It’s not so much that Canadians particularly like these Conservatives. We really don’t, a lot of the time. But a mostly silent majority, after due consideration of the broad-based economic reforms first flagged by Harper in Davos early last year, considers them to be more or less sensible.
