Does she manage? In any municipality, the manager does that. The mayor is not much more than a chairperson of council meetings and takes recommendations from management. And was stated in the article gerry posted, Aboriginal Affairs actually manages their lives according to the Indian Act. Something is rotten in Denmark and I think there is a lot of finger pointing that is misdirected. The audit was probably paid for by AA.The question has to do with how the monies are being spent. With total revenues over $30MM annually and a total population of 1550, it seems unusual that the Band should be in the dire straits that they presently are.

The audit was pretty comprehensive. What more does the government want? She is acting chief and does not have control over the money. The government should be asking the hard questions of the tribal manager. It seems to me that the audit was probably contracted by AA and they had access to the books. This whole mess looks like a "Oh. look over there" kind of ruse by the government.Take a look at the numbers Cliffy. For a population of 1550 people, there are a lot of questions... Like has been suggested, the buck stops with Spence and considering that she is not interested in providing answers to some hard questions, the chances are that she is protecting her butt (or maybe someone elses)
Spence could have opened the books and dealt with these questions head-on. In fact, she could have easily used this issue (starting with last year's coverage) to get some fast action, but she opted to not comply with the gvt's request to see the books.
