An Israeli inquiry into an Israeli war crime absolved Israelis of responsibility. Was any other outcome possible?
Its a fact that the Kahan commission did not hold a single Israeli responsible for their actions related to Sabra and Shatila massacre. It made weak recommendations which were ignored.
The only way an inquiry could have led to justice is if the people in charge weren't also representing the state involved. The Kahan commission was an attempt to create an illusion of justice, and obfuscate the truth.

Israel is a criminal state under the above declaration and has no status as a free state nor does it have recognized borders. They should all be arrested and charged with theft and murder, to begin with.
