In other words you didn't know, it just sounded like a legitimate excuse. $1 Billion, paid for over a 5 years. That's a decimal scale rounding error, a miniscule fraction of the entire cost of the wars in the last decade. Besides expanding skills training programs, it would have made military service for your country a credential that government must recognize in the hiring process.

The concept is the same as the GI Bill of WW2.
Regular trops have no special training that can be transferred to civilian life. The idea behind such a Bill is to reward them financially for risking their lives for the freedom the rest enjoy so that they can get an education or trade.
It is not a trivial matter, for them.............
