Does the Constitution start WE THE PEOPLE or WE THE VOLUNTEER SOLDIERS of the Militia (military)?

Everbody in the USA is a Person aka PEOPLE.

Bear Arms has a military connotation. Carry is indiscriminate. And that is a huge difference that comes to the heart of the militia role.
