You might note that most nations accept .05% and lower as legally impaired. You might also note that the acceptable level for new drivers in Canada is zero. Unconstitutional? Driving is a privilege, not a human right.
When you set limits for impaired driving you have to set it to cover the L.C.D., there are drivers out there who I wouldn't want to meet on the road if they were 0.02. :lol:
