Who better to send in than somebody in a fact finding mission, better to be too critical than too lax when the deaths of 1400 people are being investigated. 3,000 American deaths was worth two wars in two foreign Nation that, after 8 years, still seels no signs of ending anytime soon.

The report is not the trial, the man was just letting the world know his personal feelings about Israel. That will be a question he will be asked in front of the ones who will eventually be tried, why not let it out early. Perhaps it should have been a Canadian military person, preferbly one who survived a UN outpost in the area, how about having an ols SS officer do the report, short and sweet for Israel. The full report would also be the conclusion "Nothing to see here, move along, move along."

Why noy just go through the IDF training manuals, if theirs have all dissappeared get a copy from the School of the Americas in the US. Even the IDF shrinks are only interested in finding out what drugs they have to give the soldiers so they 'can live with themselves after the fact'.

I would think the real issue would be if some houses were deliberately targeted because many people were inside rather than how it was determined. An Israeli UAV could count the number of people going into a building (rather than being able to look through the roof and count targets).
Typical Israeli double-speak would have the words of their denial of having such a weapon as being correct. The actual way they could count warm bodies would be from a space-based sat (their own or one 'borrowed' the US Military. By the time that part of the trial is over it will be clear or not if housed with many people were targeted more often than near by ones

A quick look at the places they landed would tell the story. The incident that resulted in some deaths inside Gaza (forbidden territory for them as part of the cease-fire agreement) also increased the number of rockets coming from Gaza. Previous to that the numbers were zero as far as Hamas was concerned. Palestine has some militants, same as Israel has some settlers who poison wells, the only difference is the IDF was there protecting the Isreali civilians (if they actually were civilians). No proof Hamas has ever watch a civilian lauch rockets into Israel. The IDF watching a well being poisoned could be a war-crime in that it was a military operation since they were the 'power' in the situation. Did they offer that visiting lady a sip of water from that well?
