The 1985 Accord was a signed contract between the province and Canada.

There was a time when a man's handshake was as good as a written contract. Alas, in this day of greed and finger pointing a strong agreement is not even worth the paper it's written on. When Mulroney and Peckford worked out the 1985 Accord it was compiled to give Newfoundland maximum benefits for the offshore oil. This agreement may not be a formal contract but you'd be hardpressed to convince the people of Newfoundland and Labrador that the government of Canada was acting in bad faith. Our citizens took this agreement as a binding commitment to get our province out of debt and proceed as a contributing member of the Canadian fold going forward. Now we realize the shady deal put forward recently by Harper is designed to penalize Newfoundland and Labrador over a personal dispute between himself and Williams. I would suggest that if you wish to enter into a discussion about the Accord, you actually take the time to read it. It is not a signed contact. It is a memorandum of agreement. There were problems with agreement from the beginning. Section 51 is unacceptable and section 48 is unenforceable
...and well they should. It was a bad agreement. They Canadian government must look after the interests of all Canadians. Newfoundland willingly worked toward the 05 Accord.
When the feds revised the equalization payment system in 07, it allowed all the provinces to decide whether their equalization would be based on 50% of their natural resource revenue or none of that income. At the same time, the feds allowed Newfoundland (and Nova Scotia) to choose to use the new system or continue under a formula base on the 05 Atlantic Accord. This gave Dannyboy three options: take the new system with none of their oil revenue, take the new system with half their oil revenue or stay with the old system. Dannyboy stayed with the Accord.
So, does his complaint stem from the current equalization formula or the deal signed in 2005.

Well whaddayano, Dannyboy figures that this year, Newfoundland would get the best deal if it used the formula that included 50% of its natural resource revenue. If Danny wanted this option, he should have spoke up when he had the chance. Unfortunately for Newfoundlanders, he chose what was behind door #2 and got stuck with the steak knife set instead of the new car. He's managed to get some folks to believe that is wasn't him that made the choice. Some of us know better.

These payments are not supposed to last forever and it's laid out in the Accord how they are supposed to be phased out over a few short years.
