Good point. Wealth should not be taxed beyond luxuries. And a roof over your head, unless it's a mansion, is not a luxury. And even if it's a mansion, if you have the whole extended family living in it, it might still not be a luxury.
He's not being silly. Other than a moderate wealth tax, all tax ought to be a sin tax. That way it kills two birds with one stone. It provides revenue and promotes good behaviour.
