What are the chances Alberta will get a new pipeline?

This is pretty common on the prairies so if the Tractor gets 9 mpg wouldn't this combination be like 27 mpg? or a super "B" would be equivalent to 18 mpg?
Considering that Tesla has been back to the banks, gvt and markets no less than 14 times since their inception only a few short years ago, I'd say that Tesla's advances in EVs means that we'll be relying on oil/gas for decades to come
