I am with you - No legalization. Addicts get help and safe places to possibly acquire Govt controlled H and in a program for rehab. That I can live with. Lowers crime.

Contention doesn't bother me, it's all about the effectiveness of the plan.
Gvt supplied (free) H could easily work, but only on a kick-the-habit basis where the 'patient' is at a facility full time the H is administered in smaller and smaller doses until such time that the person is able to cope without massive withdrawls.
In my view, it's impossible to do this on an out-patient basis
