Where was the stockpile of PPE in preparation of future pandemic outbreaks? Why was NY PPE shelves empty?

He has no policy to point to. The biggest policy issue is health care and all he has is a terrible record on covid and nothing to replace Obamacare. Which was going to be replaced on Day one as we all recall.
Instead rich people and corporations are paying no taxes into a country that indeed looks like a lost cause.
