It's already been figured out, the original diesel engine was intended to run on vegetable oil, not fuel from petroleum.

If you can use filtered cooking oil to run diesel engines then why are we tearing up hundreds of square miles of the tar sands, using incredible amounts of natural gas and water to produce a heavy crude that still needs even more refining to produce gas and diesel and leaves extensive toxic wastes behind.

There are much better alternatives, it's a system on autopilot that leaves us where we are not practicality.

So you recomend we turn land that feed the population into fuel generation instead of using a readily available product that is sitting in the ground? Makes perfect sense, we all starve but hey we got lots of greenie approved fuel to burn.

The Energy Policy Act of 2005 is the program you are talking about and the program came about in the Bush Administration. The Obama Administration made sure that Solyndra got some of that money in 2009.
