Charter Communications, the author of this article, is a private concern, not a government one. The article is their idea of how to get things going. US business must find new ways to bring in money. Trump, or any president for that matter, will have little to do with it. Governments can help by offering tax incentives and shelters, but in the end, business is responsible.

But the ban was empty token of the Obama administration. Trophy hunting falls into the well managed cull of Elephant herds which almost all, including conservationists, deem necessary to keep the populations within manageable limits and prevent damaging encroachment on agriculture and villages.
