Actually Notley expressed that they wanted it even before they were elected, as did Trudeau. In fact, Trudeau went the extra mile to say that doing things differently from Harper would get him results and that's exactly what happened.

Voters like me wouldn't be supporting it otherwise.

They're going to have a hell of a time shooting their way through the locals in Montana and South Dakota, who are A) probably VERY heavily armed, B) take most of the risks of the pipeline and C) derive none of the benefits of the pipeline. I wonder if pipeline construction crews are bring taught how to circle their machinery when they come under attack?

It doesn't require voter support. In any event the carbon tax scam doesn't apply to exports. And any oil in XL is being exported.

It applies to emissions produced in the country.

And that happens even if there aren't refineries here and we're pushing oil to another country.
