Trudeau 'welcomes' ethics probe of alleged PMO interference in SNC-Lavalin case

Kelly McParland: If no one did anything wrong why two resignations and a PMO in crisis mode?

When Gerald Butts resigned as Justin Trudeau’s closest and most important adviser Monday, quitting the job that made him the most powerful man in Ottawa other than the prime minister, he offered an official (and somewhat lengthy) explanation.

“The Prime Minister of Canada’s Office is much larger and more important than any of its staff,” he said. It was “in the best interests of the office and its important work for me to step away.”

He noted he has been accused by “anonymous sources” of having put pressure on former justice minister and attorney general Jody Wilson-Raybould over SNC-Lavalin’s efforts to escape prosecution on corruption charges. He categorically denied the allegations: “Any accusation that I or the staff put pressure on the attorney general is simply not true.”

Which raises the most intriguing aspect of Butts’s departure. He is, it has been widely reported, one of the prime minister’s closest friends. They’ve been pals since university days at McGill. A lot of people believe Trudeau would never have entered politics if not for Butts, and might not have succeeded in winning Canada’s highest office without his support and advice.

And yet he’s quitting, not over some egregiously misappropriate decision or action, but over something he, Trudeau and the Liberal party insist never happened. Butts not only dismissed the suggestion he acted inappropriately, but maintained the opposite.

“We honoured the unique role of the attorney general. At all times, I and those around me acted with integrity and a singular focus on the best interests of all Canadians.” Not only that, but he thought his relationship with Wilson-Raybould was fine. “From my perspective, our relationship has always been defined by mutual respect, candour and an honest desire to work together.”

That echoes Trudeau’s own assessment of the situation, which he admitted had left him perplexed. He said he was “surprised and disappointed” by her resignation. In no way did he put pressure on her to act against her will. If she felt otherwise, she should have come to him with her complaint. “The government of Canada did its job and to the clear public standards expected of it,” Trudeau maintained. “If anyone felt differently, they had an obligation to raise that with me. No one, including Jody, did that.”

All of which raises a very curious question. If Butts did absolutely nothing wrong; if neither he, the prime minister nor anyone else acted improperly in any manner; if this whole thing is, in essence, a figment of the imagination of Jody Wilson-Raybould, why is Butts stepping down and leaving the prime minister flailing for a solution to the worst crisis he’s faced since becoming prime minister?

Wilson-Raybould, remember, hasn’t said a word about the expanding disaster. When demoted from one of cabinet’s top posts, she kept her mouth closed about the reason, though she was clearly unhappy. There was no indication she planned to quit the new, lesser post as veterans affairs minister until Trudeau more or less forced her hand, suggesting that her continued presence in cabinet indicated she was OK with the way things were working out.

All the allegations, as Butts attested, have been anonymous whispers. There has been a growing growl of dissent among admirers of the former minister, and near-universal agreement in the media that the prime minister has badly mishandled the situation, alienating women and Indigenous Canadians, some of the voter demographics he’s worked hardest to please. But from the individual at the centre of it all, we still have yet to hear directly. Wilson-Raybould says she is getting legal advice on what she can say. Meanwhile, people close to her say she still plans to seek re-election in October, and as a Liberal.

Given the absence of anything resembling a smoking gun, it would seem sensible, therefore, to wait and hear what she has to say before breaking up the partnership that largely put the Liberals in power. The question of why Butts isn’t doing that, and why Trudeau agreed with his decision, remains dangling over the whole odd affair even as Butts packs his bags.

It usually takes governments several mandates to stumble into the sort of trouble the Liberals are in. Usually it comes from age, exhaustion and the accumulation of political baggage. Jean Chretien won three majorities before the sponsorship scandal caught up to him, and he had retired before voters eventually removed his successor from office. Stephen Harper was prime minister for nine years before voters decided a change was in order. Trudeau has been in power for just three-quarters of a mandate, and the Lavalin controversy is just the latest in a string of serious missteps. A determined optimist might note that Lavalin has at least diverted attention from the furor over the detention of Huawei executive Meng Wanzhou, but it’s difficult to see much comfort arising from that fact.

Meng continues to await a Canadian judge’s ruling on whether to extradite her to the U.S., a decision seemingly certain to spark a new eruption from either China or the U.S., the two forces between which Ottawa is being squeezed. That will be followed by a decision on whether to exclude Huawei from Canadian 5G networks, which, again, will upset either Washington or Beijing. Meanwhile, the independence of the director of public prosecutions has been raised in yet another case with potent political implications: Kathleen Roussel’s office issued a statement denying it was directed by the Privy Council Office in the prosecution of Vice-Admiral Mark Norman, who asserts he was railroaded by allegations involving a $668 million naval supply ship, and is due in court in August, just as federal election campaigning picks up speed.

It’s a daunting tally of challenges the Liberals face as they gear up for the election that’s just eight months away. And Trudeau must now confront it without the man rightly or wrongly considered his Svengali. All over something the prime minister and his friend insist never happened.

Even for Canada, it’s a strange sort of scandal.

The Conservatives and NDP want Trudeau to waive that privilege so Wilson-Raybould can offer her side of the story.

OTTAWA — Montreal-based global engineering giant SNC-Lavalin continues to dig out from a series of corporate governance scandals, this time involving improper donations to federal political parties over a seven-year period ending in 2011.

A compliance agreement with the federal elections commissioner, announced Thursday, details almost $118,000 in donations to the Liberal and Conservative parties through company employees or their spouses who were then reimbursed by SNC-Lavalin.

This illegal practice for skirting corporate donation limits was identified by a Quebec anti-corruption inquiry as a widespread problem in municipal and Quebec provincial politics, although the provincial Charbonneau Commission’s mandate prevented it from following federal political threads.

Not so federal Elections Commissioner Yves Côté, whose office says it continues to pursue the matter.

(And we have had a series of reports that indicate that Quebec has the most corrupt govts in Canada! With organized crime being so well set up that ALL govt contracts allegedly carry a “finders fee” for criminals! And based on what is happening with Raybould it would appear that Our idiot Boy wants to make damned sure that VERY LITTLE dirty laundry gets aired in public!!!!!!!!!!!!!!!!)

According to the agreement entered into by SNC-Lavalin, former senior executives approached employees to make political contributions and, in some cases, those employees were reimbursed with refunds for false personal expenses, fictitious bonuses or other benefits.

The improperly donated sums included: $83,534.51 to the Liberal Party of Canada; $13,552.13 to various Liberal riding associations; $12,529.12 to four contestants in the 2006 Liberal leadership race, including $5,000 each to Michael Ignatieff and Bob Rae; $3,1137.73 to the Conservative Party of Canada; and $5,050 to various Conservative riding associations.

(Oh that`s NICE! Lavalin admits to giving out $118 grand in court and then lawyers will forget about the tens of millions! AND Lavalin gives that token $13 million to Conservatives and $83 million to LIE-berals! Give a little to Conservatives just to muddy the waters and give a BIG CHUNK to LIE-berals- that Lavalin clearly prefers!!!!!!!!!)

All the funds have been repaid to the federal treasury by the respective national parties, both of whom disavow any knowledge of the scheme.

(The entire court deal is a DIRTY SNAKE PIT and there apparently needs TO BE A PUBLIC AIRING OF THE DIRTY LAUNDRY! The fact that Conservative Scheer is demanding a FULL INQUIRY while Our idiot Boy is apparently trying to make the problems DISAPPEAR and is so eager to dismiss the mess that he would get into a public dog fight with his Justice Minister over his alleged “directing” of the court case rather suggests that LIE-berals DO KNOW all about the dirt -while Conservatives DO NOT!!!!!!!!!!!!!!!!!!!)

“As soon as LPC was made aware of the issue last month by Elections Canada, the party acted immediately to fully reimburse all of the amounts involved, including those pertaining to 2006 leadership campaigns (which have long since closed their accounts),” Liberal spokesman Braeden Caley said in an email.

Conservative party spokesman Cory Hann said the improper funds “were returned to the receiver general as soon as we were notified these individuals’ donations were reimbursed by a corporation,” adding the party expects donors to act truthfully and within the law.

The independent elections watchdog said SNC-Lavalin co-operated fully with its investigation, accepts responsibility for the improper payments and acknowledges the contributions were made on the company’s behalf. The compliance agreement, however, does not constitute an admission of guilt under criminal law.

The deal includes SNC-Lavalin hiring an in-house ethics watchdog, putting in place new “compliance and governance policies to detect, curb and prevent ethically problematic practices” and updating its corporate code of conduct to specifically deal with political donations.

“I am pleased that this agreement was reached,” SNC-Lavalin CEO Neil Bruce said in a statement. “It once again shows our desire and commitment to resolve past issues.”

(Uh huh! Or at least it reveals how badly Lavalin officials want to bury this dogs breakfast- with LIE-beral AID!!!!!!!!!!!!!!!!!!!!)

Earlier this year, SNC-Lavalin announced it was making restitution to municipalities and other public bodies in Quebec for obtaining contracts through questionable means. The provincial government started a program last year to recover money paid in connection with public contracts obtained as a result of fraud or fraudulent tactics.

(And just HOW FAR does this use of “questionable means” extend into Quebec Politics? How much of the truth has YET TO SEE THE LIGHT OF DAY-now that lawyers have agreed to bury the legal hatchet AND any undisclosed truth???) And shall we assume that this years legal penalties will be TAX DEDUCTIONS FOR NEXT YEAR ????)

Last December, the company signed a confidential “administrative agreement” with the federal Public Works Department that allows it to continue bidding on government contracts while overseas corruption charges against former SNC-Lavalin executives work their way through the courts. Under new rules introduced just before last year’s federal election, companies facing corruption charges can be barred from bidding on government work for 18 months — or for 10 years upon conviction.

( If the “administrative agreement” is squeaky clean then WHY is it confidential?)

(And the new anti corruption charges were introduced by Harper Conservatives early in 2015? Suggesting that Harper was getting steadily increasing hints of how big the Lavalin problem might be - if anybody investigated it fully and honestly! So Harper moved to make it harder for schemers to profit!!!!!!!!!!!!!!)

Analysts estimate as much as 20 per cent of SNC-Lavalin’s business is with Canadian governments.

Back in 2004, when the compliance agreement says the first improper party donations were occurring, SNC-Lavalin was a partner in one of the principal private supply contracts for the Canadian military in Afghanistan, operating on a 10-year contract worth as much as $700 million, according to one report.

(And it was LIE-beral Chretien that sent the Cdn troops to Afghanistan!)

The Charbonneau Commission, which began its work in 2011, heard allegations about the existence of an illegal political fund raising system that was controlled, municipally and provincially, by engineering companies that were also active in political financing at the federal level.

(OH? Illegal fund raising by engineering companies -as in PLURAL? So who else is involved? Or was the Charbonneau investigative mandate TOO LIMITED????)

One witness, former construction boss Lino Zambito, testified that bigger engineering companies often demanded he deliver cash donations to provincial parties in amounts far exceeding the legal fundraising limit. Zambito said he would split up the donations and filter them through friends, family and employees.

(Gosh! Witness Zambito certainly THINKS there were multiple engineering companies involved! I guess nobody checked out his testimony??????)

(WE may even ask if the employees EVEN KNEW they were making donations? After all who is to say donations were not made in their names by anonymous others? How dirty did this established business get???????????)

SNC-Lavalin vice-president Yves Cadotte testified the company helped raise money for Quebec political parties despite a three-decade-old law against corporate donations. He told the commission dozens of SNC executives donated just over $1 million to the Quebec Liberal party and the Parti Quebecois between 1998 and 2010.

(AS I recall, it was Bloc Quebecois leaders who banned corporate donations to provincial political parties in Quebec because the Bloc so seldom got any donations from biz- and so they moved to cancel out the donations to their opponents!)

(That the Lavalin affair has returned to court and come back to the public eye suggests to this disgusted tax payer that the mess has NOT been resolved in a fair and honest way! Apparently all that has been done so far is for some stinking lawyers to gather in a back room and cobble together some quick and dirty excuses and then try to BURY the dirt before the reek gets so nasty it starts damaging political careers!!!!!!!!!!!!!!!!!)

Maybe the Candidates can go "Under Cover" while campaigning for this next election wearing costumes and such? Make it confusing for a shooter when these dudes dig into their 'Tickle Trunks' for confusing outfits, etc...the election is only 10 days shy of Halloween anyway. Maybe the crowd supporters or protestors can also dress up in costumes also to aid confusion and security? Belly Dancers and Burka's and Pirates and so on and so forth...?

"Wait! I think that's a Cowboy! Nope, it's an Indian Chief! Or maybe Scooge McDuck in a kilt? Isn't that the Dalia Lama? Buck Rogers?" Drama Powers Activate!!

The Clerk of the Privy Council lost his marbles on national TV today as he let loose with a stream of consciousness diatribe condemning everything from social media to what politicians have to say ending with a hysterical warning of assassinations. No wonder our country is in such a mess if this pathetic old man is an example of who is in charge. About the only thing of interest when he finally got around to actually 'testifying' was that Wilson-Raybould should have and could have told someone - the PMO, the ethics commish or the public - had she felt pressured. According to the G&M today, she did indeed but instead of coming forward what did she do - absolutely nothing. She held fast to her cushy job until The Great Enabler told her to pack her bags and hie herself off to Vets Affairs - poor Vets. There she shat all over that office by letting it be known far and wide how pissed off she was about her demotion.

Even better (strictly for security reasons) all the Federal party leaders should dress the same to confuse potential shooters like so:

...so the only clues to their identities would be the contents of their speeches, and maybe a readout displayed on a Jumbotron of a Polygraph whenever a candidate speaks (again, strictly for the confusion factor for security reasons), & the stage should be carpeted along the floor and up the back wall like this but more exagerated to further confuse a potential shooter:

I could see a disgruntled Albertan who has lost his job in the oil industry picking off a politician. There's nothing more dangerous than a man who has nothing to lose.

On the flip side, an Alt-Left whacko who simply hates the fact that you don't agree with him, could cause a disaster as well to a politician.
