Except that for the most part you have to pay into it to receive. Welfare anyone can get without lifting a finger. And giving someone welfare while they up their education would ultimately more than pay for itself.
Don't know what they offer anymore. There are some different programs depending on what you are taking.

See there is some hope for you. Like most that lean somewhat right I believe in a hand up, hand out not so much. The old story of the man and a fish... Helping a person better themselves will pay dividends for decades.
