What progress has been made with getting "hereditary chiefs" -also known as local loud mouths - on side for anything???????????????

With most of that Oil contracted to refineries in Washington state and BC, small percentage actually sold internationally that's why the twin was being built.
Let’s just keep pipelines rolling through the Kicking Horse , Thompson and Fraser canyons . And when disaster happens you and your friends can gang up on the oil companies , washing you’re hands of any responsibility .
