The suit and award is concerning Canada breaching his rights. Read up on it. I'm tired of supplying links to the reasons for the suit and why Canada lost previous court cases concerning this.

Well if you have time to post links, id sure apreciate it. Almost every time a scum bag is detained in another country their rights are probably violated. That is why we repatriate them. But it takes time, and simply knowing that their rights are being violated is not 'cooperating'.

Additionally, it is my understanding that omar recanted his original confessions and left his legal dealings witb the US unsettled for many years until his final plea in 2013 which led to his repatriation. My point is You can not expect canada to repatriate anyone until the country(the US in this case) is far enough along in their legal process that they are willing to allow the prisoner to be shipped home. To me, it sounds like omar was his worse enemy and should have signed anything to get back to canada. If he had done this sooner, would canada have refused him? I DOUBT IT.

The US plaintiff or her representatives in Canada can't go after the settlement money, Employment Insurance payments, Old Age Security benefits, Pension benefits, and usually any disability benefits issued by provincial Workplace Safety and Insurance Boards or Disability Support Programs.

Whether or not Khadr is guilty is irrelevant. Canada and the US were invading armies, there under false pretenses. The governments of both countries are guilty of crimes against humanity.

Actually, they do have a choice. Do what France is doing. France sent some special forces to the region with pictures of French "citizens" who joined up with ISIL. The intent is to try and hunt them down to prevent them returning to France. There's no intent to repatriate them.
Quite simply, if you betray the country you claim citizenship for to go fight on the same side as their enemy, then you are no longer a citizen of that country, period. You've clearly made your choice and chosen your allegiance. Why the hell would we want them back?? To prove how genuinely f*cking stupid we are?

And now, some stupid motherf*cker thinks it's our responsibility to "repatriate" the children of the plastic Canadian women who went to join ISIL despite their kids not even being born here.
