Heat alone does not cause storms, especially cyclical storms. That pattern is formed of the turbulence generated when cold atmospheric fronts meat warm ones, which disorganizes and circulates wind patterns. Those become self sustaining over warm water. Hence hurricanes in the Atlantic form when the cooling Gulf Stream meets the superheated North Equatorial Current off the coast of Africa. That's why they only occur in late summer and early fall, when the equatorial waters north of the equator are still above the 80 deg. F. required to fuel a hurricane.
