I'm not sure I like this 'outsourcing emissions' idea.
It makes the countries who actually produce more emissions look like they should carry less liability for their actions.
China is a big problem for them. They have to justify their cowardice on not taking on the one of the world's most powerful and booming economies.
They will never call China a developed nation... if they do the house of cards collapses.

From what I understand, China is doing more than the U.S. to curb emissions, even if some of their cities look like a complete s.hithole right now.
They aren't a developed nation.I agree that they shouldn't be able to hide behind the moniker of being a 'developing nation' just as we cannot shift the blame to the U.S. for 'outsourcing emissions'.
Well when someone can develop a real alternative it is where we will be. We have already squandered billions on failed alternative fuel sources.As for squandering millions, that's a drop in the bucket compared to the billions we will be squandering if we are stuck in oil mode.
When you think about it, global warming could only be good for Canada.
