(Reuters) - Russia used its annual appearance at the U.N. General Assembly on Saturday to accuse the United States and its Western allies of bossing the world around, complaining they were attempting to dictate to everyone "what is good and evil."

The speech by Russian Foreign Minister Sergei Lavrov to the 193-nation assembly was the latest example of the deteriorating relations between Moscow and Western powers, which have imposed sanctions on Russia over the conflict in neighboring Ukraine.

"The U.S.-led Western alliance that portrays itself as a champion of democracy, rule of law and human rights within individual countries ... (is) rejecting the democratic principle of sovereign equality of states enshrined in the U.N. Charter and trying to decide for everyone what is good or evil," he said.

"Washington has openly declared its right to unilateral use of force anywhere to uphold its own interests," Lavrov added. "Military interference has become a norm - even despite the dismal outcome of all power operations that the U.S. has carried out over the recent years."

Lavrov cited the 1999 NATO bombing of Yugoslavia during the Kosovo war, the 2003 invasion of Iraq, the war in Afghanistan, and the 2011 NATO intervention in Libya that led to the toppling and death of longtime Libyan dictator Muammar Gaddafi as examples of U.S. failures.

Moscow has also criticized the United States over airstrikes against Islamic State, an Islamist militant group often referred that has taken over large areas of Syria and Iraq and is blamed for brutal slayings of civilians.

Russia on Friday questioned the legality of U.S. and Arab airstrikes in Syria to target Islamic State because the action was taken without the formal approval and cooperation of Moscow's ally, Syrian President Bashar al-Assad.

He reiterated Moscow's view that the United States and European Union "supported the coup d'etat in Ukraine" and that they were therefore responsible for the current conflict there.

A war involving pro-Russian separatists in Ukraine has killed more than 3,000 people. Kiev and Western governments say Russia has been arming, training and encouraging the militants, and had sent its own troops to Ukraine to tip the balance against Kiev.

Russia, which opposes the pro-Western course of leadership in the ex-Soviet republic, has denied that its troops have participated in the war or provided arms to rebels.

Separately, Lavrov demanded information about the state of Libya's chemical weapons arsenals after the Libyan government asked the global chemical weapons watchdog to draw up plans to ship a stockpile of 850 metric tons of chemicals overseas because of deteriorating security.

"We understand that our NATO colleagues after they bombed out this country in violation of (U.N. Security Council) resolution would not like to stir up the mayhem they created," Lavrov said. "However, the problem of uncontrolled Libyan chemical arsenals is too serious to turn a blind eye."

Western countries reject Russia's allegations they violated the 2011 U.N. resolution.

“Once the well is plugged, there will be a lot of work to do in interpreting the results and this is probably something that Rosneft can do,” Julian Lee, an oil strategist at Bloomberg First Word in London, said before today’s announcement. “Both parties are probably hoping that by the time they are ready to start the next well the sanctions will have been lifted.”

Sanctions forbidding U.S. and European cooperation with Russian entities mean that country’s nascent Arctic exploration will be stillborn because Rosneft and its state-controlled sister companies don’t know how to drill in cold offshore conditions alone, she said.

“Extrapolating from a small data sample is perhaps not going to give you the best information,” Hudson said in a telephone interview. “And because of sanctions, it looks like there’s going to be less exploration rather than more.”

The stakes are high for Exxon, whose $408 billion market valuation makes it the world’s largest energy producer. Russia represents the second-biggest exploration prospect worldwide. The Irving, Texas-based company holds drilling rights across 11.4 million acres in Russia, only eclipsed by its 15.1 million U.S. acres.

In a dramatic stroke of luck for the Kremlin, this morning there is hardly a person in the world who is happier than Russian president Vladimir Putin because overnight state-run run OAO Rosneft announced it has discovered what may be a treasure trove of black oil, one which could boost Russia's coffers by hundreds of billions if not more, when a vast pool of crude was discovered in the Kara Sea region of the Arctic Ocean, showing the region has the potential to become one of the world’s most important crude-producing areas, arguably bigger than the Gulf Of Mexico.


The announcement was made by Igor Sechin, Rosneft’s chief executive officer, who spent two days sailing on a Russian research ship to the drilling rig where the find was unveiled today.

Something has to to be done about these damn Russkies.

I happen to know that the chief executive officer has unlimited chopper time and wouldn't take a research vessel when there's lots of fast tugs. I wonder why the phone lines were out.
Anyway this Russian prosperity is starting to get to us I mean me, maybe it's time for war. We must immeadiately escalate munitions production before this Russian oil ruins our limp economy.

Or will we wait until they announce the super humungus gold mine recently discovered in eastern Siberia.

You know they're using there own money now.

Shouldn't al the earth firsters be on the next plane to Moscow to protest this raping of the earth? If by some odd chance some of them lack coin for the junket we are setting up a fund to assist in their one way ticket purchases. Economy class of course.

While the Russkie makes some good points he likely overlooked his own country's incursions into Chechnya, Georgia, and now Ukraine (not that any of those things are any of our godd@mn business). But mebbe that'll come out in the next interview.
