It's a portion of all kids. You'll find every race dressing that way and were right from day one just not in these parts. It took a few years to catch on in SK or parents here beat their kids for trying to dress like that then were arrested and their kids dressed like that after.

Stupidity is rampant in the youth of all races I guess. I still remember my 'too cool
for a winter coat' faze in Saskatchewan in the winter. Thank God most of us grow
out of that eventually.

You're not alone in that. As the years increase the distance between the ground and the hem of my winter coat decreases too.
A possibility I've not discounted.
Also, the ground could be rising. Or is it the whole sky falling thing messing with my perceptions?

Some of us have not been following this "flash mob"as closely as we should (me being one), yes it happens in the U.S., but not enough to make a federal case out of it. If we had a flash mob attack like London had, it probably would have been handled in a similar way (send in the riot police). Britain's Prime Minister David Cameron will be countering his being accused of being to liberal on crime, by hiring has enlisted former New York, Los Angeles and Boston police chief William Bratton to advise his coalition on how to tackle street gangs, which he blamed for much of the violence. The English do not understand that you learn how to fight crimes from people who are actually fighting it.
We have flash mobs already. Be at a beerstore at 12:01AM on Child Tax Credit day and you'll see one.
Why on earth would they need American "help" does America have a history of riots like the UK or are these going over there to learn and prepare?
