The minister of education has brought up the problem of illegal schools and wants them closed unless they can prove the students are getting the same education as regular schools. However just watch who will be the first to go to the CHRC complaining that their right to practice their religion is being violated. They don't accept that religion is separate.They could shut it down. Otherwise what good are laws? Are you saying the state can't enforce laws?
I don't know what the chances of his lawsuit succeeding are, but the government could certainly do something about illegal schools.
