Vouchers are 'tradeable'.

Food stamps in the US (previously) were often sold (at a discount) for cash

Not an electronic voucher with your name on it.

As for money in a controlled debit card, I supposed one could buy and then trade goods with it, but that's extra work.

You're presuming that all addicts are hard addicts. What about soft addicts? All they need is to make it more of a hassle to access their drugs. We can't think of a one-size-fits-all policy.

yes, you're right, when dealing with hard addicts, different measures might be needed. But even if we can help the soft addicts to quit, that already would cut into dealers' profits. With some dealers leaving the business as a result, hard addicts would now find it more difficult to find their drug.

Get rid of cash.

A person could still barter goods in principle, but that is more of a hassle than anything though.

Have you never made an online purchase or bartered something in your life?

I'm sure primitive men bartered meat for vegetables. I'm not saying it would be a wise idea or that it could not cause significant harm to the economy. But it would not be impossible.

Well yes I have heard of inflation and thankfully so has the Libs who outlined the increase......

The wage will rise to $14 an hour on Jan. 1, 2018 — six months before what is expected to be a hotly contested Ontario election — and then to the $15 mark that labour groups have long demanded on Jan. 1, 2019.

After that, wage increases will again be tied to the rate of inflation.

So as inflation accelerates to keep up with the ever accelerating minimum-wage increases, the minimum-wage increases will accelerate to keep up with the inflation. The dog continues to chase its tail faster and faster until it needs to stop to take a breath.

Sooner or later, inflation accelerates enough that people's savings are eroding so quickly that then stability becomes the political will of the people. We then have a conservative government for many years until people forget the bad old days of inflation and the merry-go-round starts all over again.
