Only Congress can declare war and it most certainly does and has. The President is limited in both amount of Troops and length of deployment, without Congressional approval.

PWNED him on that one for sure.

The Pres can send troops wherever and whenever he wants. He just needs to give Congress a heads-up. Then Congress has to authorize it and fund it.

Obama is still one of the All time Best Presidents for the People...He just needs to get his feathers ruffled up , Fly free... The people will follow.... Before the Oil Floods soak land ,Sea and Air.. .....;)

At least as far as foreign military policy goes, Obama is really just a mini-Bush. Not much difference really.

JLM, I have matured long time ago to have Mad Magazine to be just a memory of my long-ago, misspent youth.

The only time I am reminded of it is when I tune into some shows on MSNBC or read of some of the posts on this Forum and I see the "USUAL GANG OF IDIOTS".

Like those who think that when I quote The Onion think that I think that it is a genuine newspaper.

Huffington Post and the Drudge report were started by the same people. They are essentially the same thing, just different slants on what they say.

Saying that they are essentially the same is like saying that Mother Teresa and Charles Manson are essentially the same.
