Northern Ontario,
He has a drinking problem and is worried his feeble world will collapse around him after losing his license.

Bummer.
That's why I don't argue with him....He just keeps shifting and sliding after he's lost the argument...
It's an exercise in futility to try an intelligent discussion with such a dolt......
Just bïtch slap him and let him rant........

Surely to Christ there must be statistics showing the number of accidents caused at each level of impairment, probably from 0.01 right up to 0.30 at least.

There are, I posted them a number of years back when a similar thread was popular. They are still out there but not as easy to read as the one I posted, more cluttered. You have to check the source too, stats can be manipulated to give misleading conclusions, (in other words, don't rely on MADD's stats). The data did show that the fatality rate is fairly low up to .08 climbing exponentially above .15 and beyond. I don't remember the numbers but it seemed the majority of fatal accidents occurred at around double the legal limit and most of those were repeat offenders.

So far this seems to be the most unbiased I can find:

If you really want to nip drunk driving in the bud:

Make the consumption of alcohol a fineable offense. That way, it doesn't matter how much alcohol the person consumed, if he doesn't want to pay a fine, then don't drink and drive at all. But it must be proved beyond a reasonable doubt that he consumed alcohol. I don't trust the police.

They tried prohibition in the 20's. It wound up killing far more people than drunk driving has in the last 10 years combined. Of course you believe your moral standpoint should be the law in all things so you don't really count or matter.

Would you drive immediately after picking up an Rx of and popping of Tylenol 3?

What is the first step in being judged "impaired"?

T3's are like candy. I have driven while on percocet and oxycodone and done so with a doctor's ok to do it. The medical profession recognizes a stable dosage for a period of more than 2 weeks allows for your body to adjust and become accustomed to the effects. A lot of heavy alcoholics experience the same thing and can have reasonable judgement and excellent motor skills with BAC levels that would put many of us in a coma. I'm not condoning DUI by any means but not all the true facts are out there or discussed in a reasonable manner. 0.08 is an arbitrary number which measures intoxication but has little correlation to a person's level of impairment.

What is the process of being judged "impaired" before any pen hits paper making it official?

The first thing is a subjective opinion. Whether that opinion is from a cop or a citizen doesn't matter it is still an subjective determination by a 3rd party.

And so is this one, OMG..Province rolls out tolls on Highway 407 and 412. The god#@m 407! really... the same one that we paid for and then it was sold and is now own by Spanish Cintra (43.23%). Why would I ever want to enrich Cintra!!! I will gladly pay toll on the 401, QEW and Don Valley, but no fuc%$ng way I'm paying toll on the 407!! I will never take that highway again if I have to pay toll. This one is breaking the rule of decency. If I see a fuc%$ng toll go up on the 407, you can come and see me, I will protest this one.
