They Harper took over when the cupboard WS bare and a session was starting and he bowed to Liberal demands to keep spending on social programs and gifts to Quebec intact. In effect it was all smoke and mirriors. Unlike the very real surplus Harper handed to trudOWE, who promptly blew it like a drunken sailor on shore leave on other countries.
