This was the legislation which led to the downfall of white supremacist John Ross Taylor. Similar provisions in Saskatchewan's human rights legislation were used to prevent William Whatcott from distributing jarringly homophobic flyers in Saskatoon and Regina.
Today, Canadians do not have the benefit of the protection of Section 13. Hate speech that does not rise to the level required for criminal prosecution will instead simply infect the public discourse.

The Aug. 8, 2016 issue of McLean`s Magazine contains a `special report on race and power` that, if accepted by Cdns, will-so I believe- encourage bigotry in Canada. McLean`s trumpets the news that native people RARELY get elected to positions of authority outside the reserves and McLean`s thinks it’s a legacy of bigotry! Apparently McLean`s supports reverse discrimination-how else to explain their simple minded statistical analysis of racial numbers in Saskatchewan?
I ask-how is it that Cdns are overlooking and rejecting prospective native politicians? Especially when they all too often lack even a high school diploma-the BASIC educational building block in Canada. Only 25 percent of natives living on reserves graduate from high school. An even smaller number go on to higher education so surely McLean`s might want to be honest and recognize that a MAJOR lack of qualification might be behind some of this alleged racist behaviour?
Traditionally politicians work themselves up from local municipal positions and from school boards and such other small beginnings-gaining eloquence, insight and the wisdom of experience on the way. There are substantial obstacles to natives from reserves making such headway due to the assorted scandals that plague the great majority of reserves-not just in Saskatchewan but right across the country.
It is true that only one third of natives live on reserves-with the remainder living in regular cities like the rest of us so one may ask why these natives do not seek political office? Perhaps it is again due to lack of education? Or perhaps it is a legacy of watching the endemic corruption on reserves that has persuaded natives living off reserves that politics is a dirty game they don’t want to play? Or perhaps white voters have seen and heard so much about the corruption and chaos on reserves that they justly fear to vote for any native candidate? Such things are not related to simple minded bigotry but are grounded in fact and logic.
Who in the wider world beyond Kashetchewan Reserve would vote for any of that band council? Federal govt built the band a drinking water plant and sewage treatment plant and then sent native volunteers off to a crash course in how to manage the plants. Due to native educational short-comings and the accelerated/limited training courses given to quickly get ill prepared and semi literate natives up to speed, govt recognized that outside help would often be needed and a bank account was set up so that the band could dip into the funds to hire white experts as needed to come in and show natives how to repair more complex machinery and keep the plants running.
Imagine the surprise when BOTH plants-sewage and drinking water-broke down and left the band with raw piss coming out their taps! Further-the band was BROKE-NO MONEY left in the repair bill bank accounts. Govt was bewildered and auditors were sent in to track the cash-while band council MOCKED govt for mishandling their water systems and being CHEAP with funds!
Auditors reported back that the repair money had been spent instead on air fares to send a hockey team to California for a tournament! A LARGE number of adult chaperones also went along. Add in bills for hotel rooms, nice meals, alcohol and some mad money for playing at the local casino and voila-the bank account is empty! Though why natives would blame govt for this is not clear to anybody but natives?
Housing in Kashetchewan is also a thorny issue. `Kash`-as the reserve is known-stands on the Hudson`s Bay Lowlands-a vast set of river deltas created by millions of creeks and streams-it`s 1.5 million square km with an average elevation of SIX FEET above sea level. To suggest that there is risk of flooding during the spring thaw is a MASSIVE UNDERSTATEMENT!
The drinking water plant and sewage plant were built by white men and they STARTED the job by piling up tons of sand and gravel to produce an elevated pad with the plant built on top-out of the reach of flood waters. The natives were hired to build the less technically demanding prefab band homes and they are virtually ALL flood damaged to varying degrees because native home builders apparently did NOT pile up sand and gravel pads for the houses to sit upon out of reach of flood waters. But natives happily BLAME federal govt for their housing troubles!
Natives in eastern Canada also have housing troubles that they blame on Ottawa. But those natives don’t want to discuss the Carribean cruises they took-using housing money! They don’t want to discuss the salaries of native band leaders-one of whom leads a band of less than 500 people and collects a salary of over half a million dollars per year!
Natives in `Kash` don’t want to discuss the epidemic of skin disease that is plaguing area kids and got so bad this spring that a team of govt doctors was flown in to assess and treat a pack of kids-with several of the worst cases being airlifted out to Thunder Bay for hospital treatment. Nor does anybody want to admit that the skin ailments are apparently triggered by lack of contact with soap and water and by a lack of clean clothing-even though the `Kash` water plants were returned to fully functioning status a couple of years back.
Natives in any number of reserves are complaining of epidemic rates of suicide and of drug abuse.
Native politicians from the reserves are clearly hamstrung by these terrible and deplorable situations-how can any educated person from the larger world-meaning white community- consider bypassing conventionally skilled and educated politicians and instead choose some aspiring native politician with a sketchy education and tied to a long history of corruption and malfeasance?
Further-it now costs the average federal member of our parliament roughly one hundred thousand dollars to mount an effective campaign for public office-so where would un-employed natives get this kind of money? Selling illegal smokes is profitable but is it that profitable that a native with political aspirations would risk such money from his own pocket just to get on a public stage?
So here is a fun question being ignored by Mc`Leans writers: “is it bigotry or is it common sense that is keeping natives out of political offices”?
Another good question is this: “is the LIE-beral party of Canada hurting or helping Cdns”? I say LIE-berals are killing natives with misplaced kindness. LIE-berals have rescinded virtually all the Conservative mandated legislation that would have compelled native bands into something more closely resembling responsible govt!
By compelling bands to post ALL band expenses online-including salaries and pensions, the interested (Conservative) observer could see at a glance how well and how carefully the band was managing its tax money. And since virtually ALL that money is supplied by ordinary Cdns-they would have some reassurance that there would be no more Carribean cruises and no more visits to casinos by native leaders at tax payer expense! Housing money would be spent on JUST THAT!
How sad that LIE-berals do NOT APPROVE of these measure which would have made life easier on reserves by minimizing troubles and enuring that best use was made of tax money! LIE-berals are applying a form of bigotry of their own. They seem to have written off natives and consigned them to a hellish life of shortages and limitations-while preaching of their LIE-beral style care and concern!
LIE-berals consider it beneath them to try to ensure tax money is spent wisely on reserves and they certainly have no known plans to INCREASE the amount of tax money flowing to reserves. In fact there are indications that the way the new LIE-beral child care benefit is set up- natives can actually expect LESS money in future!
People who don’t file a T-4 income tax form-and that includes most natives since natives living on reserves do NOT PAY income tax-won’t be getting the new child benefit! Either natives will do without or LIE-berals will eventually have to come up with some alternate program just for reserves! After all, natives making a living selling illegal smokes or guns etc will NOT want to give govt written records regarding their alleged income in case Revenue Canada agents come sniffing around looking for sales tax payoffs!)

Mohommad Akbar, one of Lindsay Shepherd’s most vocal opponents, helped lead a 2014 BDS campus movement that emboldened anti-Semites to endanger the safety of Jewish students at Windsor University.
University of Wilfrid Laurier alumnus Mohammad Akbar recently published a hit piece on Lindsay Shepherd, the TA who had the audacity to simply play a clip of Jordan Peterson and others debating gender pronouns.
Shepherd was censured and brought in for a meeting with Laurier faculty, who berated her until she broke down in tears. They equated her airing a Jordan Peterson clip in class with playing a Hitler speech. Since the audio of her abuse was leaked, the school has issued a retraction, but some of the leftist activists and journalists are coming after Shepherd, and they won’t stop until they have her head on a platter.
Mohammad Akbar wrote a smear piece in NOW Magazine claiming that Shepherd is linked to the anti-Semitic alt-right movement. The irony is that Akbar was himself ousted from a student office at University of Windsor after an anti-Semitic hate crime scandal in 2014. Akbar was the UWSA vice president of external affairs during the time that the UWSA passed an anti-Israel bill. In fact, as the Toronto Star reported, the bill “sparked safety concerns for some Jewish students on campus, as well as complaints that have prompted an investigation of the vote by the school’s administration.”
Vandals spray painted a racist message inside a University of Windsor Student Alliance office.The police investigated the vandalism as a hate crime, and Conservative MP Jeff Watson raised the issue in the House of Commons:

Lindsay Shepherd’s Attacker Who Labeled her “Alt-Right” Was Ousted from Windsor University Position After Anti-Semitic Scandal
Mohommad Akbar, one of Lindsay Shepherd’s most vocal opponents, helped lead a 2014 BDS campus movement that emboldened anti-Semites to endanger the safety of Jewish students at Windsor University.
University of Wilfrid Laurier alumnus Mohammad Akbar recently published a hit piece on Lindsay Shepherd, the TA who had the audacity to simply play a clip of Jordan Peterson and others debating gender pronouns.
Shepherd was censured and brought in for a meeting with Laurier faculty, who berated her until she broke down in tears. They equated her airing a Jordan Peterson clip in class with playing a Hitler speech. Since the audio of her abuse was leaked, the school has issued a retraction, but some of the leftist activists and journalists are coming after Shepherd, and they won’t stop until they have her head on a platter.
Mohammad Akbar wrote a smear piece in NOW Magazine claiming that Shepherd is linked to the anti-Semitic alt-right movement. The irony is that Akbar was himself ousted from a student office at University of Windsor after an anti-Semitic hate crime scandal in 2014. Akbar was the UWSA vice president of external affairs during the time that the UWSA passed an anti-Israel bill. In fact, as the Toronto Star reported, the bill “sparked safety concerns for some Jewish students on campus, as well as complaints that have prompted an investigation of the vote by the school’s administration.”
“I think the referendum will just lead to a more hostile environment on campus,” said David, a Jewish University of Windsor student who only wanted to give his first name for safety reasons.
It didn’t end there, however. The passage of this bill so emboldened anti-Semites on campus that they broke into school buildings and vandalized property with anti-Semitic symbols.
Vandals spray painted a racist message inside a University of Windsor Student Alliance office.The police investigated the vandalism as a hate crime, and Conservative MP Jeff Watson raised the issue in the House of Commons:
The scandal was so bad that Akbar and UWSA were forced to issue a statement condemning the vandalism. But students saw through the facade: even though Mohommad Akbar ran unopposed in the election, he received more “no” votes than “yes” and was ousted from office. Maclean’s reports:

OH- now lest be fair here- Our idiot Boy Justin DESPERATELY wants to talk to people- problem is NOBODY WANTS TO TALK TO HIM! After all it was his father who was to blame for a the trouble Omar and his brothers got into! If you sneak out of rthe country as the Khadrs did- then join a terrorist army fighting in another country against our national allies and you get shot and imprisoned- only a LIE-beral would be able to connect THOSE DOTS to come up with blame for Cdn people!

Petition generates more than 50,000 signatures against Trudeau government's $10-million Khadr settlement
While the reported deal between the Trudeau government and Omar Khadr, awarding him over $10 million and an official apology from Canada is shocking, it isn’t surprising.
The die was cast in 2010 when the Supreme Court of Canada unanimously ruled the federal government violated Khadr’s constitutional rights as a citizen- he was born in Canada- to “life, liberty and security of the person.”
(So a pack of legal eagles- mostly put in place during the Chretien LIE-beral years are only to happy to sneer at ordinary Cdns who they see as ill informed- and these LIE-beral bigots- running what now looks frighteningly like a Kangaroo Court that Franz Kafka would appreciate- have given LIE-berals the “legal excuse” they desire to suck up to Muslim voters! AND THROW OUR MONEY AWAY! Such a display of callous disrespect will come back to bite LIE-berals some day! If the high court interprets a law wrongly- in defiance of public wishes and govt preferences THEN CHANGE THE LAW- and the COURT- if need be!)
This when CSIS and foreign affairs officials interviewed Khadr in Cuba’s Guantanamo Bay prison in 2003-2004, and relayed the information to the Americans, knowing Khadr had been subjected to sleep deprivation by prison authorities.
(IT is deplorable that Yankees would sully their good cause by treating captured Mujahideen as “enemy combatants” rather than as “prisoners of war” but this is NOTHING TO DO WITH CANADA! Khadr should be grateful we let him back into the country instead of sending him back to Afghanistan- To ROT!)
Given that, it was only a matter of time before the government was going to have to go to court to defend itself in Khadr’s civil suit against it, or settle. Prime Minister Justin Trudeau’s government has apparently settled.
If Stephen Harper and the Conservatives were still in power, they might well have defended the lawsuit.
This despite knowing Khadr would probably win because of the 2010 court ruling, and that the court-ordered award might be higher than the $10 million the Liberals apparently agreed to.
(A sensible govt would have scorned the high court ruling! The legal goofs have NO power over events outside Canada! And Cdn govt has no responsibility to “citizens” who fight against us! I certainly would not wish to be a Gitmo inmate- but then I ALSO have NO DESIRE to fight against Canada or Yankees! The Khadrs KNEW that going to fight is inherently dangerous so why the shock and surprise over getting shot and being treated roughly? That LIE-berals do not understand this is a clear indication of their twisted thinking!)
As for Canada apologizing to Khadr, it’s possible his lawyers demanded it as a condition of settlement.
(Many Cdns simply fail to see why we should concern ourselves over what happens to a Cdn who goes to a foreign country on his own initiative and volunteers to fight for forces OPPOSED to Canada and its allies! The United States was wrong in using water boarding and other methods on prisoners but again- none of this was ordered by Cdns, none carried out by Cdns and none approved by Cdns. Cdns DO accept that Khadr SHOULD have spent time in jail for fighting against our general interests and we know he has been handled roughly but we see it as HIS problem! He would not have been in this fix if he had stayed HOME! If he feels he is owed money let him seek it from United States or from the Taliban commanders he served!)
Ironies, strange twists and hypocrisy, by the Liberals, abound in Khadr’s case.
For example, it might never have happened had not then Liberal prime minister Jean Chretien asked Pakistan prime minister Benazair Bhutto in 1996 for guarantees that Omar Khadr’s father, Ahmed Said Khadr, would be treated fairly. Khadr was released from prison shortly after Chretien’s intervention.
(And WHY in HELL would LIE-beral Chretien have any interest in any Khadr and WHY intervene on behalf of a dork who deserved to either be in jail or in front of a firing squad?)
At the time, the elder Khadr, later identified as a key lieutenant of Osama bin Laden, who would die in a firefight with Pakistani security officers in 2003, was under arrest in Pakistan in connection with the bombing of the Egyptian embassy in Islamabad.
After being freed, the elder Khadr briefly came back to Canada, then returned to Pakistan with his family, where his sons received weapons training with the Taliban and bin Laden.
That started Omar Khadr down the path towards his 2002 confrontation with U.S. soldiers in Afghanistan, where he was accused of throwing the grenade that killed U.S. army combat medic Sergeant First Class Christopher James Speer, leading to his subsequent confinement at Guantanamo Bay.
(It’s a good thing Adolf Hitler never came to Canada or LIE-berals would be paying to the Nazi Party in order to `win` their support!)
A great irony of the Khadr case is that in 2010, the Harper government, which came to power in 2006, was defending actions taken by the Jean Chretien/Paul Martin Liberal government, which was in charge when CSIS and foreign affairs officials interrogated Khadr at Guantanamo in 2003-2004.
Often forgotten now is the fact that in the same 2010 judgment that found Khadr’s constitutional rights had been violated, the Supreme Court overturned two lower court rulings requiring the Harper government to seek Khadr’s repatriation from Guantanamo Bay, saying this would have interfered with its right to set foreign policy.
In criticizing the reported settlement between Khadr and the Trudeau government, the federal Conservatives are being consistent with the position the Harper government took toward the Khadr case during its years in power
The Liberals, on the other hand, have gone from intervening on behalf of Khadr’s father, to shunning the Khadr family because of their embarrassment when it was later revealed the elder Khadr was a terrorist, to criticizing the Harper government for defending the Liberal government’s actions in its 2003-2004 questioning of Omar Khadr in Guantanamo.
Proof that politics makes strange bedfellows.

Trudeau’s global warming plan. The easiest way to distinguish between a critical thinker and an ideological one is this.
When a critical thinker disagrees with you, he or she thinks you’re wrong. When an ideologue disagrees with you, he or she thinks you’re evil. When it comes to discussions about climate change, we have far too many ideologues and far too few critical thinkers.
(LIE-berals are of course “ideological thinkers”. We all know climate change is real but the honest question- which LIE-berals are ducking- is how best to deal with it? (Ontari-owe LIE-berals have already caused a firestorm of protest in 2016 when they mused it might be a good idea to ban the use of natural gas for home heating in the province- and force already hard taxed citizens to use costly electricity for heating and cooking instead. Now imagine the storm of protest if LIE-berals start making it much harder for people to drive- all those people living in small towns with little or no public transit will be screwed- unemployed and starving- so its no good for LIE-berals to start limiting our road access! And what of those people who work late shifts- ones that either start or finish AFTER public transit has shut down? How will they survive if road access is limited by heavy taxes? Or the many women who work late shifts and simply do not feel safe taking public transit late at night thanks to LIE-beral hug a thug judges with their “catch and release” criminal programs?)
(LIE-berals do not wish to discuss the economic realities of our situation as it will limit civil service Hog support for LIE-berals. The only real and fair way to limit climate change is for LIE-berals to recognize that those with the largest carbon foot print should be the primary target of any honest carbon plan. LIE-berals should ban such things as “bubble systems” that are becoming so popular in Muskoka- those electrically powered air compressors that pump air into pipes leading under costly red cedar Muskoka docks loaded with gas guzzling toys. LIE-beral hypocrisy dictates that a waitress who drives a car home from her work late at night is a climate killer while the Hog running an electric air compressor for 6 months per year simply a “consumer”! Yet one uses power out of fear for her safety and the other for convenience only-with one being clearly much more justified than the other!)
(The worker in a small town who must drive to work or starve is another example of LIE-beral hypocrisy- why should the small town driver be condemned for fossil fuel use while the Hog aimlessly roaming the lake on a jet ski is congratulated for “stimulating the economy” with the purchase of the gas guzzling toy? LIE-beral environmental policy will continue to fail and to enrage the public till LIE-berals start setting some honest and real standards that the public recognize as practical and logical- current LIE-beral policy is simply ensuring that Hog voters continue to support LIE-berals in exchange for the gravy needed to continue producing their HUGE carbon footprint- meaning NO change in climate change status!)
I was reminded of this tactic Thursday in the lead-up to a discussion about political responses to climate change in which I was a panelist before a group of Ryerson University MBA students.
My fellow panelist was Andreas Souvaliotis, Executive Chairman of Social Change Rewards Inc. and we both appeared at the invitation of prominent Toronto lawyer Ralph Lean, who organizes a speaker series for Ryerson students.
The problem wasn’t with the students, who asked thoughtful and intelligent questions, nor with my fellow panelist, nor with Lean nor with the students’ professor, Dr. Asher Alkoby, a gracious and open-minded host.
Of course, open-mindedness should be expected in a university setting, but sadly, today that is decreasingly the case as more and more so-called institutions of higher learning replace critical thought with ideological thinking, intellectual laziness and academic decline.
Amusingly, the very mention of the idea on twitter by Ryerson’s MBA program that two non-scientists were about to discuss issues related to climate change was enough to freak out various and sundry self-proclaimed environmentalists, who have appointed themselves the arbiters of who can and who cannot discuss the issue.
Their attitudes, in and of themselves, are insignificant and unimportant.
But they speak to a wider concern that goes to the very heart of our fundamental notions of free speech, critical inquiry and indeed to the essence of the scientific method itself, which is built upon rational skepticism, not the unthinking acceptance of orthodoxy and received wisdom.
(The heavily biased “outrage” of the ideologues is intended to hide the more unsavoury and quite selfish elements of LIE-beral policy! Some Hogs truly think they ARE more entitled than others- and expect to be rewarded for their loyalty!)
Far too often in the climate change debate, the people who will be most affected by government policies to deal with it — meaning all of us — are excluded on the basis that we are not “experts” on climate science.
(IT was self professed staunch long time LIE-beral supporter and well known author Peter C. Newman who told us in his book: “When the Gods Changed” that the LIE-beral party no long stands for anything- no morals, no values, no real policy. Disappointed Newman tells us that LIE-berals have lost their way and now think only of making lists of entitlements and dreaming of ways to enure they are the natural ruling party! Even older LIE-berals such as former finance minister John Manley are deeply disturbed by current LIE-beral spending priorities. And most LIE-berals are disturbed by the growing public hostility to all their policies that have at heart- an intention to BUY votes at any price so LIE-berals can cling to power. Hence the strong but empty LIE-beral rhetoric on climate change and the desire by special interest groups to control and limit debate to protect their own privileges!)
I have seen this tactic used repeatedly over the years — most disgracefully by some politicians — to intimidate people into silence about expressing their views on climate change and its so-called “solutions” such as carbon taxes, cap-and-trade and wind and solar power.
(Wind and solar power certainly have some uses but sadly we will not get any benefit as LIE-berals have set up our electrical system as a giant slush fund for Hogs- and slammed shut the books so we cannot see what they are up too- just another reason for special interest groups-read LIE-beral supporters to stifle any real debate!)
This claim that climate change is the sole purview of “experts” is not only an attack on free speech and critical inquiry, it demonstrates a fundamental misunderstanding about what this debate is really all about.
Because it is not, at its essence, an environmental debate at all, but an economic one.
Governments in our own country and all over the world today are either implementing or contemplating a new tax they have never charged us for before — the emission of industrial greenhouse gases linked to climate change into the atmosphere.
(This is the ugly heart of LIE-beral style lebensraum- that some are more entitled to burn fossil fuels than others! With the most wealthy among us- the LIE-beral members of the Sunshine List being MOST ENTITLED to ruin our environment as they merely amuse and entertain themselves while their legislation makes it ever harder for the rest of us to manage necessities!)
It matters not whether they do it through a carbon tax or cap-and-trade, which is simply a carbon tax by another name, albeit less efficient and more open to political corruption.
What matters is that since we — all of us — are the ultimate polluters because we buy the goods and services that fossil fuel energy creates and transports, we will be the ultimate payers of what prime minister-designate Justin Trudeau vaguely refers to as “carbon pricing.”
In other words, what is actually being determined in the climate change debate is what will be our cost of living and our standard and quality of life.
(Yes- happy Hogs require LOTS of lebensraum!)
Every citizen has the right to participate in that debate, without fear of being mocked or shouted down because they are not an “expert” on the science of global warming.
Which is why the dogwhistlers, with their specious comparisons of anyone who disagrees with them to Holocaust deniers and their disrespect for critical thinking, must be fought at every turn.
