Good. You don't know what you're talking about. The Geneva Conventions do not say one. . . single. . . word. . . about "civilian areas." It addresses treatment of non-combatants.
By the way, the GC are not the be-all and end-all of the law of war. There are a number of other conventions. Of particular note are the Hague Conventions of 1905, which require neutrals to deny the use of their territory to belligerents.

You are aware that this 'upgrade for Hamas' just happened in time to test out the new Iron Dome missiles developed to intercept this very size. Before that the grad rocket was the one being used and the Iron Dome funding was for that size rocket. So far it is 10% effective which means it's useless.
The map below shows that even the 'ungraded rockets' are symbolic in that they cannot travel far enough and more importantly not one has has an exploding warhead and do you think a 'mortal enemy' would forget to put that part on or, wait for it, . . . Israeli security grabbed that part but missed the missile part itself.

That's how it happens, first a little fib and then you need one to cover that one up and pretty soon not one thing is a pure fact anymore yet you expect the world to ignore that as it is being done for our own good.
