Well regarding the missile defense system, I think some context would be helpful.
Gorbachev in 1991 allowed the newly reunified Germany to become a part of NATO under the condition that Bush Sr. promise not to expand NATO any further east. Germany's a country that's attacked Russia twice in the past century. Bush agreed, but just a few years later Clinton expanded NATO further to the East. Then you look at all the post Cold War agreements that were signed with Russia. For example the reduction of nuclear arms, which is an obligation under the NPT, or the closing down of bases by both sides. Russia has closed down most of its military bases, while the US that had the same obligation expanded those bases into Russia neighborhood.
So within that context, would you not be suspicious if you were Russia? Is it not an insult to the Russian peoples intelligence to tell them that the Eastern Europeans need a missile defense shield because WE of all people will try to bomb them?
Now regarding the missile tests, it's all routine military exercises, but it's also a part of a campaign of deterrence. Imagine how paranoid we are. We have the US occupying 2 of our neighbors. The US has bases in every Middle Eastern country except ours, Syria, and Lebanon. We have Azerbaijan who is making threats over Caspian Sea territory. We're surrounded by a sea of Arabs who hate us. The UAE is making a fuss about 3 islands they claim is theirs that's currently under our control. Israel is routinely making threats against us.
So yes, we feel threatened. I don't see how anyone here is saying "come and get me if you can", but the media over there does tend to skew things, as it does here in a different direction. Israel did a military exercise two weeks ago with its jets going to Spain and back, the same distance it is to go to Tehran. I doubt anyone in the West heard anything about it, but we sure did. And then when we do some military exercise, it's somehow an act of war or something.
