She drowned in her own tea-pee.

Is this humorous, or hateful? Who will decide this? Would it be okay for me to be fined for telling this joke?

If you were my client and made that joke in a meeting, I'd just add a thousand bucks to your bill.

No this is the time to find out exactly what is determined to be hate speach. Otherwise how would a person know if they broke the law if it isn't written down? Hate speech can't be just whatever the snowflake feeling offended claims it is.
