Given the average age of his viewer, he probably assumes they are hard of hearing. Repetition is probably a necessity.

It's no surprise that it was done after the US election. It may be a shock to Ezra but not every story is reported on. US election news was happening "now". It only makes sense that that would dominate and this story would be brought out during a slow news time.
Ezra is very "creative" to say the least and yes news stories are juggled around by priority. This one though I'll guaranteed was held up by legal issues and investigations being completed before made public.
